Report
Summary
The purpose of this project is to provide for the installation of two new 20-inch force mains that will convey wastewater from Lift Station 61, located near 107th Avenue and Broadway Road, to a junction structure near the 91st Avenue Wastewater Treatment Plant.
B & F Contracting, Inc.'s services include, but are not limited to: installation of approximately 16,200 linear feet of dual 20-inch HDPE force mains that will replace the existing 16-inch and 10-inch mains; construction from Lift Station 61 to the 91st Avenue Wastewater Treatment Plant; performing substantial traffic control, utility coordination, and potholing as required; and maintaining operation of the existing force mains throughout construction.
Procurement Information
The selection was made using an Invitation for Bids procurement process set forth in Section 34-201 of the Arizona Revised Statutes. Nine bids were received on July 28, 2026, and were sent to the Equal Opportunity Department for review to determine subcontractor eligibility and contractor responsiveness in demonstrating responsiveness to Small Business Enterprise program requirements.
The Opinion of Probable Cost and the three lowest responsive, responsible bidders are listed below:
Opinion of Probable Cost: $19,481,406.09
B & F Contracting, Inc.: $12,759,351.56
Garney Companies, Inc.: $13,612,675
Degan Construction, LLC: $16,203,708
Although the bid is less than the Engineer’s Opinion of Probable Cost by more than 10 percent, it has been determined the bid represents a fair and reasonable price for the required work scope. Additionally, the bid award amount is within the total budget for this project.
The reason for the variance from the Opinion of Probable Cost to the lowest, responsive, responsible bid is attributable in significant part to competitive pricing on major pipeline work.
Due to volatile material costs and increased labor prices in the construction industry, a 10 percent contingency is being requested to allow for project uncertainties. The initial contract will be executed at the bid amount of $12,759,351.56. Use of the 10 percent contingency above the amount will not be allowed without the prior written approval of the Water Services Department Director and the City Engineer.
Contract Term
The term of the agreement is 548 days from issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The initial agreement value for B & F Contracting, Inc. will not exceed $12,759,351.56, including all subcontractor and reimbursable costs. The total amount, which may include the 10 percent contingency, will not exceed 14,035,286.72.
Funding is available in the Water Services Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
Public Outreach
The Contractor will coordinate with the City of Phoenix public outreach team regarding public engagement activities.
