Description
Request to authorize the City Manager, or his designee, to enter into a contract with West Coast Escalator Cleaning Inc. to provide escalator cleaning service for the Phoenix Convention Center. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $660,434.

Summary
This contract will provide all labor, equipment, materials, and supplies necessary to perform professional deep cleaning services for escalators located in the Phoenix Convention Center’s West and North Buildings. Services will be delivered on an as-needed basis and will support hygienic standards, improve appearance, and reduce mechanical wear caused by debris and moisture from event activity. The Phoenix Convention Center maintains 28 escalators, 10 in the West Building and 18 in the North Building.
Procurement Information
An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.
Three vendors submitted bids deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendor:

Contract Term
The contract will begin on or about December 1, 2026, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $660,434.
