Report

Summary

This contract will provide continued support, maintenance and limited ongoing development for the City's Construction Project Management Information Systems (CCPMIS) through D.R. McNatty & Associates, Inc. The City is requesting approval to extend the current agreement to ensure uninterrupted stability of the Oracle Primavera Unifier System, which supports Capital Improvement Program project management from budgeting through project warranty, delivers centralized enterprise-level reporting, retains historical project data and offers integrated work flow management. As the original consultant who designed and implemented the City's highly customized Unifier environment, D.R. McNatty & Associates, Inc. possesses comprehensive knowledge of the system's architecture, configurations, and integrations. Their expertise is critical to sustaining complex data exchanges with SAP and the City's GIS environment, as well as meeting business requirements for Water Services, Aviation, Horizontal and Vertical Street Transportation Project Management in the Office of the City Engineer. Under the proposed extension, the City will transition to a maintenance-focused support model while continuing essential development activities such as system enhancements, integrations and advanced reporting needed to meet evolving operational demands. Transitioning to a new consultant at this time would create substantial risks, including significant resource expenditure, delays and potential disruption to existing system functions due to the extensive time required for a new provider to understand the City's unique configuration.

This item has been reviewed and approved by the Information Technology Services Department.

Contract Term

Upon approval the contract will be extended for five-years through December 31, 2031.

Financial Impact

Upon approval of $300,000 in additional funds, the revised aggregate value of the contract will not exceed $2,318,200. Funds are available in Street Transportation Department's Operating budget and Water Services department's Capital Improvement Program budget.
